▌Investment Summary
Public Storage (PSA) is a solid long-term REIT, earning an overall grade of B- and a Hold. The shares look supported by a high-quality platform, but same-store revenue and NOI are still under pressure, and our fair value is $325.

Thesis

Public Storage (PSA) offers a high-quality self-storage platform with strong margins, a large acquisition pipeline, and one of the strongest balance sheets in the REIT sector. The investment case rests on a transition from near-term same-store pressure to better growth from National Storage Affiliates, Public Storage Canada, PSNext operating improvements, and moderating industry supply.

The current setup is balanced rather than euphoric. PSA trades at 29.6x trailing earnings and 27.2x forward earnings, while its PEG ratio is 3.9. Revenue growth is 3.3%, and the 2026 Core FFO guidance midpoint of $16.90 is only modestly above the prior forecast after a difficult same-store cycle. The market is already paying for a durable franchise, so execution matters.

The strongest evidence in favor of the shares is financial quality. PSA generated $3.2B of operating cash flow and $2.9B of free cash flow in 2025, reported a 41.6% net margin, and held net debt to EBITDA at 2.9x at the end of the second quarter. Management also reported $3.8B of available liquidity and investment-grade ratings of A from S&P and A2 from Moody's.

The central risk is valuation against current growth. Second-quarter same-store revenue declined 0.6%, same-store NOI declined 2.2%, and Core FFO per share fell to $4.17 from $4.28 a year earlier. PSA is a strong business, but a strong business and a strong entry price are separate decisions. For a moderate-risk investor with a medium-term horizon, the evidence supports a Hold while waiting for a wider margin of safety.

Company Overview

Public Storage is a Maryland REIT founded in 1972 and listed on the NYSE under PSA. Its core activity is owning, developing, acquiring, and operating self-storage facilities that lease space to households and businesses, generally through month-to-month agreements.

▌Common Questions

Frequently asked questions

+Is PSA stock a buy right now?
PSA is not a Buy right now; it is a Hold. The business quality is excellent, but same-store revenue fell 0.6% and same-store NOI declined 2.2% in the latest quarter, so the current valuation leaves limited upside.
+What is PSA's fair value?
Public Storage's fair value is $325. That view reflects a premium REIT multiple for a best-in-class balance sheet and cash generation, but it is tempered by 27.2x forward earnings, a 3.9 PEG ratio, and only modest 2026 Core FFO guidance improvement.
+Why is Public Storage rated Hold instead of Buy?

At June 30, 2026, PSA owned or operated 3,584 U.S. self-storage facilities in 40 states with approximately 259 million net rentable square feet. The company also held a 35% common equity interest in Shurgard Self Storage, which operated 335 facilities across seven Western European countries with approximately 19 million square feet.

The 2026 acquisition program materially expanded the platform. PSA closed the National Storage Affiliates transaction on July 22, 2026, adding about 1,100 stores and 575,000 units. The company then completed the $1.2B Public Storage Canada acquisition on September 1, 2026, adding 68 properties and 5.3 million square feet across Toronto, Vancouver, Montreal, Calgary, and Ottawa.

Institutional ownership is 83.8%, insider ownership is 9.6%, and short interest is 4.6% of the float. Thirteen of 20 tracked institutions increased their positions, compared with seven that reduced them. That ownership profile supports PSA's position as a core real-estate holding, although the 7.2-day short ratio shows that some investors still expect operational or valuation pressure.

Business Segment Deep Dive

Self Storage Operations produced $4.49B of 2025 revenue, or 93.1% of the company total. Ancillary Operations produced $334.7M, or 6.9%. The core segment remains the economic engine, but ancillary revenue has expanded from 5.7% of revenue in 2023 to 6.9% in 2025.

Ancillary activities include tenant reinsurance, merchandise sales, third-party management, and bridge lending to self-storage owners. During the second quarter, ancillary growth was 15%, while NOI outside the same-store pool increased 22%. These businesses give PSA additional ways to monetize its brand, customer relationships, operating systems, and industry data.

The business mix is shifting toward external growth. PSA had acquired or placed under contract more than $450M of properties during 2026 by the second-quarter call, and its third-party management platform had grown to more than 460 properties. The Canadian portfolio was acquired at 83% occupancy and a 65% NOI margin, creating a specific operating improvement opportunity inside the expanded platform.

The segment structure also creates a useful risk distinction. Self-storage revenue is recurring and diversified across thousands of locations, while ancillary revenue and acquisitions add growth but increase execution demands. PSA's future per-share performance therefore depends on both same-store recovery and disciplined deployment of capital outside the mature portfolio.

Flagship Product Analysis

PSA's flagship product is flexible, local storage space sold through a national brand. Month-to-month leasing gives the company frequent opportunities to reset prices for new customers, while existing customers provide recurring occupancy and cash flow. The model serves personal storage needs and business inventory requirements.

Second-quarter occupancy was 92.5%, up 0.2% year over year. Average move-in rents rose 1.6%, reversing a 2.4% decline in the first quarter. June move-in rents increased 4% year over year, and management reported that July occupancy was approximately 30 basis points higher than a year earlier while move-in rents remained positive.

Customer retention also improved. Management reported 80% lower move-out activity in the quarter and described churn as materially lower. Longer-tenured customers remaining in storage support occupancy, although the same-store revenue result of negative 0.6% shows that improved customer behavior has not yet fully offset pricing and market-level pressure.

The product is increasingly digital. Nearly 90% of customers interact with PSA digitally during the rental journey, 75% complete their lease fully digitally, and the company app has been downloaded more than 7 million times. Digital leasing is a practical operating advantage because it links customer acquisition, pricing, payment processing, and data collection in one workflow.

Innovation & Competitive Advantage

PSA's innovation program is centered on PSNext and the broader PS4.0 strategy. Management describes PS4.0 as a new operating era focused on energy, urgency, and stronger per-share performance. The strategy combines customer experience, revenue management, data science, acquisitions, development, and operating efficiency.

The company has deployed Ellie, an AI-powered customer service agent that handled more than 90,000 customer interactions in recent months. Management says Ellie resolves customer needs using proprietary data and AI models. The business value is measurable in principle through lower service friction, higher conversion, and more efficient staffing, although the supplied results do not quantify Ellie's direct contribution to earnings.

PSA also uses data and AI-informed underwriting to accelerate acquisitions. Management reported faster deal timelines, improved sourcing efficiency, and accelerated approvals. The platform's scale gives it a larger operating dataset than local operators, while the Public Storage brand supports customer acquisition across a fragmented market.

The competitive advantage is therefore a combination of scale, brand, data, and capital access rather than a single patent or product feature. PSA owns about 9% of U.S. self-storage square footage, while the four largest owners together hold about 22%. That fragmentation gives a scaled buyer room to consolidate properties and apply more sophisticated revenue management.

Operations & Supply Chain

Self-storage has a relatively simple physical operating model. The key inputs are land, construction, maintenance, property taxes, digital marketing, staffing, and financing. PSA's second-quarter expense growth was 4.4%, with property taxes and marketing pressure partly offset by payroll savings and a machine-learning staffing model.

The NSA integration provides the clearest operational test. PSA transferred approximately 1,100 stores and 575,000 units onto its systems overnight, completed more than 1,500 reservations, switched over 265,000 autopay accounts, and began rebranding properties on the first day. The company also identified roughly 14,000 units that can return to service through repair and maintenance spending.

External development is another operating channel. PSA's development and expansion pipeline totaled $692M across 47 projects, with targeted stabilized yields of 8% and $432M of remaining unfunded costs. These projects increase the capital burden before stabilization, but they also give PSA control over site selection, design, and long-term operating economics.

PSA's bridge-lending platform had $173M outstanding at an approximate 7.6% current rate, up $30M from the prior quarter. The third-party management platform added 22 net properties in the quarter and exceeded 460 properties. These activities extend PSA's operating reach without requiring ownership of every managed facility.

Market Analysis

The U.S. self-storage market remains large and fragmented. Industry data cited in the supplied research describes roughly 65,000 primary facilities and 2.4 billion rentable square feet. REIT-managed facilities account for 29.6% of existing U.S. net rentable square footage, leaving a substantial base of independent and regional operators.

Market conditions have moved from pandemic-era demand strength to normalization. Industry data cited in the research shows new supply forecast at 52.93 million square feet in 2026 and 45.25 million square feet in 2027. Moderating construction supports the improving occupancy and move-in trends PSA reported during the second quarter.

Demand remains tied to housing turnover, household formation, smaller living spaces, relocation, downsizing, and small-business storage. The share of U.S. households renting storage rose from 11.1% in 2022 to 13.4% in 2024 in the cited Self Storage Association data. PSA management also identified millennial and Gen Z household formation as a medium-term demand tailwind.

The market is increasingly won through pricing systems and customer conversion rather than simple occupancy growth. Street rates have declined since early 2022, and the cited industry data showed a 17.7% gap between street and web rates in the second quarter of 2025. PSA's digital platform and revenue-management tools address that pressure directly.

Customer Profile

PSA serves two broad customer groups: households and businesses. The 2025 10-K describes storage use for personal and business purposes, with leases generally structured month to month. Customers often rent because of a move, a change in household size, a renovation, a life event, or a need for business inventory space.

The customer relationship has both recurring and transactional features. A 92.5% occupancy rate and lower churn support recurring revenue, while monthly contracts give PSA pricing flexibility as units turn over. The second-quarter 1.6% increase in move-in rents and the 4% June increase show that new-customer pricing has begun to improve.

Digital behavior is central to the customer profile. Seventy-five percent of customers complete their leases fully digitally, and nearly 90% interact with PSA online during the rental journey. The 7 million app downloads and more than 90,000 Ellie interactions demonstrate that the customer relationship is moving well beyond a local sign and a facility manager.

Customer quality also affects revenue durability. Management attributed lower move-out activity partly to longer-tenured customers staying in storage. That retention helps protect occupancy, but it also means new-customer pricing and existing-customer rate management must work together to produce same-store growth.

Competitive Landscape

The principal public competitors are Extra Space Storage (EXR) and CubeSmart (CUBE). National Storage Affiliates was historically another major public competitor, but PSA completed its acquisition on July 22, 2026. Shurgard is a separate European operating company in which PSA owns 35%.

Scale favors PSA. Before the NSA transaction, PSA owned or operated more than 3,500 facilities and approximately 258 million square feet in the U.S. The company states that its scale produces materially higher cash flow per square foot than smaller operators. The NSA transaction and Public Storage Canada acquisition expanded the platform further.

Operating comparisons also show PSA's current position. CubeSmart reported 88.6% physical occupancy at December 31, 2025, while PSA reported 92.5% occupancy for the second quarter of 2026. The dates differ, but PSA's figure demonstrates a strong occupancy position during a period when industry pricing remained competitive.

Competition remains local even when the owners are national. Independent facilities, developers, and regional operators can pressure rents and occupancy within individual trade areas. PSA's brand, digital marketing, revenue-management tools, and access to lower-cost capital provide defenses, but they do not eliminate submarket-level competition.

Macro & Geopolitical Landscape

Interest rates are the most direct macro factor for PSA. The company issued $1.4B of unsecured debt at a weighted average effective rate below 5%, used a $1B 10-year Treasury hedge at 4.3%, and reported that Canadian debt supporting the acquisition carries a cost more than 100 basis points below underwritten U.S. levels. Those actions reduce financing volatility, but PSA remains a capital-intensive REIT with $10.25B of year-end 2025 debt.

Local regulation has a direct revenue effect. The expiration of pricing restrictions in Los Angeles County on July 1, 2026 reduced the expected same-store revenue drag from 80 basis points to 50 basis points for the year. Management described a phased approach to recapturing revenue, with additional performance acceleration into 2027.

Weather and regulatory risks remain part of the real-estate model. PSA's 2025 10-K identifies wildfires, flooding, other disasters, environmental regulation, wage rules, property-tax regulation, and REIT tax qualification requirements as risks. The Canadian and European holdings add geographic diversification, but they also broaden the operating footprint across jurisdictions.

Supply is the other broad market variable. PSA management reported slowing development activity alongside steady demand, while industry forecasts show lower new supply in 2027 than in 2026. That combination supports a gradual improvement in pricing conditions, provided housing mobility and customer demand remain stable.

Closing

Public Storage is entering a more ambitious phase with a larger portfolio, a new Canadian platform, the completed NSA transaction, a $692M development pipeline, and a growing third-party management business. The company's 92.5% occupancy, 45.7% operating margin, $2.90B of 2025 free cash flow, and 2.9x net debt-to-EBITDA ratio give the strategy a strong financial base.

The investment decision turns on price and execution. Second-quarter same-store revenue and NOI remained negative, Core FFO per share declined year over year, and PSA trades at a premium earnings multiple with a high PEG ratio. The Hold recommendation keeps PSA on the medium-term investor's list, but the stronger entry points are $290 and below, where the balance sheet and platform advantages offer a wider margin of safety.

Public Storage earns a Hold because the company is fundamentally strong, but the stock price already discounts a lot of that quality. With same-store revenue down 0.6%, same-store NOI down 2.2%, and the shares trading at 29.6x trailing earnings, the risk/reward is balanced rather than compelling.
+What are the main positives for PSA stock?
The biggest positives are the balance sheet and cash flow profile. PSA generated $3.2B of operating cash flow and $2.9B of free cash flow in 2025, held net debt to EBITDA at 2.9x, and has $3.8B of available liquidity plus A/A2 investment-grade ratings.
+What is the biggest risk for PSA investors?
The biggest risk is that valuation outruns growth. PSA is still dealing with a difficult same-store cycle, and if occupancy, move-in rents, or same-store NOI fail to improve, the stock could struggle to justify its premium multiples.
